Update on COVID-19 in Azerbaijan

U.S. Department of State Travel Advisory for Azerbaijan – Level 3: Reconsider Travel

The special quarantine regime will remain in effect until July 1, 2026, according to the decision by Azerbaijan’s Cabinet of Ministers, dated March 16, 2026.

Entry rules to the Republic of Azerbaijan: 

According to current COVID-19 regulations in the Republic of Azerbaijan the below-mentioned foreigners and stateless persons are allowed to enter/exit the country:

1.    Airways – All foreigners and stateless persons;
2.    Land borders – excluding freight transportation, only with the necessary permission of The Task Force under the Cabinet of Ministers of the Republic of Azerbaijan;
3.    From 00:00 on 25 May 2026, entry and exit between the Republic of Azerbaijan and Georgia by railroad is permitted for citizens of the Republic of Azerbaijan and all foreign citizens who have the right of visa-free entrance to Azerbaijan.

Note: All foreigners and stateless persons are allowed only to leave The Republic of Azerbaijan without permission through land borders.

The list of national/public holidays (days off) in Azerbaijan:

In accordance with the Labor Code and relevant decisions of the Cabinet of Ministers the following dates are also non-working days in 2026: March 9, 25, 26, 27 and 30, May 11 and 29, and November 10.

Leyla Rustamli received her Bachelor’s degree in International Relations and International Law from Azerbaijan University of Languages in 2006 and her Master’s degree from Baku State University in 2009, majoring on Middle Eastern countries. She has been the awardee of the fellowship to study at the Rothberg International School of the Hebrew University of Jerusalem (Israel) for Graduate Student Program in 2007-2008 academic years. Her research interests include security issues of Middle Eastern countries with a focus on Israel, transnational terrorism, ethnic and national conflicts and peace study. She attended Peace Research Courses of Oslo University (Norway) in summer 2014. Leyla started her career as an instructor at the International Relations Department of Azerbaijan University of Languages (AUL) in 2009. She currently is a faculty member of the International Relations Department of AUL. Throughout May – September 2009 and January – August 2010 she has been the country representative of ARISC in Azerbaijan. She also taught in Middle Eastern Program at Baku State University in 2009-2010. At the moment she is a PhD candidate at the Philosophy, Sociology and Law Institute of Azerbaijan National Academy of Sciences.

ARISC Internship Opportunity

The American Research Institute of the South Caucasus (ARISC) is looking to fill an internship position in Baku. Duties include creating social media content for ARISC’s social media pages, and occasionally assisting US scholars with the logistics of their research, as needed. The internship is a volunteer one for 5 hours a week, for a negotiable length of time, and is compensated with an annual Student Membership to ARISC and a stipend of $100/month, up to 2 months. It’s a great opportunity to make contacts with US scholars.
